Seeking to avoid the 'trials by twitter' character blow-ups and assassinations that have dogged other vox populi initiatives, speakers in a rook parliament will have a clearly demonstrated reputation  In giving the displaced a voice, it may be that rook parliaments give everyone a voice, and not just once every 3-4 years.
