Superstructure Idea:
How does a displaced person make themselves heard in a strange society?A rook parliament is an in-cloud forum that allows everyone to squabble over the bones of an initiative, tear at its flesh, reform it, and, finally, lend it the popular support needed to successfully lobby for changes in legislation. Seeking to avoid the 'trials by twitter' character blow-ups and assassinations that have dogged other vox populi initiatives, speakers in a rook parliament will have a clearly demonstrated reputation  In giving the displaced a voice, it may be that rook parliaments give everyone a voice, and not just once every 3-4 years.
Superstructure Needs:
Diplomats and negotiators will be need to allay fears that traditional arms of government may feel about being usurped.
Software developers and security analysts needed for service implementation.
